ORGANIZATIONAL SUMMARY

Since 1982, the Coalition for the Homeless of Houston/Harris County (CFTH) has been successfully uniting partners and maximizing resources to move people experiencing homelessness into permanent housing with supportive services so that everyone in our community can have a safe place to call home. CFTH has received recognition as one of the nation's most successful and effective Homeless Response System (HRS) lead agencies that, along with its more than 100 other community partners, has transformed our city and surrounding counties by decreasing homelessness by more than 60% since 2011

POSITION SUMMARY
The Director of Program Design and Implementation is responsible for implementing strategies to build system capacity, ensure long-term programmatic growth and sustainability, optimize the availability of diverse resources to positively impact housing availability, and build effective community partnerships to advance the rights and interests of individuals experiencing homelessness. This includes building and leveraging connections to increase funding, knowledge, and visibility for the CoC, serving as facilitator or liaison in the planning and development of affordable housing, participating in community disaster planning, and identifying opportunities to partner with adjacent systems (e.g., healthcare, criminal justice, etc.). 


KEY RESPONSIBILITIES:

Community Partnership Development

  • Increase awareness of and educate community partners on the importance of affordable housing development; implement strategies to address policy barriers negatively impacting the development of long-term quality supportive housing.  
  • Support efforts to create a multi-sector approach to serving vulnerable populations, focusing on partnerships with adjacent systems (e.g., healthcare, criminal justice, etc.).

PROGRAM ENHANCEMENT 

  • Collaborate with internal and external stakeholders to identify needs and design innovative projects and programs that enhance the homeless response system.
  • Lead the reporting, knowledge sharing, and information dissemination processes across CFTH departments and the broader homeless response system, and make appropriate recommendations based on learnings and experience to document best practices and facilitate continuous improvements.
  • Continuously assess the homeless response system design to ensure the timely and effective identification of the evolving needs of individuals experiencing homelessness, as well as long-term programmatic growth and sustainability.

DATA AND ANALYTICS

  • Utilize data analytics, benchmarking, and other relevant information to make recommendations to stakeholders for improvements to the homeless response system that will further advance the rights and interests of individuals experiencing homelessness.
  • Implement appropriate performance metrics and data analytics to assess the CoC's progress toward and achievement of strategic goals, outcomes, and operational initiatives.\
  • Analyze emerging trends in homelessness and recommend strategies and partnerships, including expansion opportunities, risks and threats, and system improvements for TWH CoC.
  • Serve as the primary point of contact in supporting the CoC Steering Committee, including overseeing CoC Steering Committee member engagement, ensuring open seats are filled with quality candidates that align with the CoC diversity and strategic representation goals, and onboarding new members.

 REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE:

  • Bachelor's Degree.
  • Minimum of four (4) years of direct people leadership experience.
  • Understanding of federal, state, and local governmental funding mechanisms and resources.

 PREFERRED QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • Experience and knowledge of working in the homelessness and housing sectors.
  • Strong understanding of community development principles, urban planning, the affordable housing sector,
         and local government processes.
  • Knowledge of nonprofit and public committee governance structures, parliamentary procedures, and systems thinking.
  • Experience managing boards and workgroups, including directing and coordinating the group's work.
  • Knowledge of available social services within the Houston/Harris County area and how to access them.
  • Knowledge and experience in cross-system coordination.

  • Strong communication skills, including group facilitation skills and the ability to communicate verbally and in writing with diverse constituencies.
